Whats the deal?

I guess its been a question, or better yet an observation for years now. If women choose to wear reveling clothing, have a great body, or seem to be craving attention, why do some women get offended when we give them attention by looking? I was out at the Square Grouper in Jupiter Saturday night, and I realized that there were many women with close to nothing on... As I watched the guys approach them I noticed that the women were offended and bitchy towards them. OK, I understand if the guys were creepy, or "out of their league" but these were good looking, respectful guys. Do women just like to reject these guys or what? I just don't get it.
