 I can't say with any certainty how genitals became taboo , but I once heard that in ye olden times, it was ok for peasant women to display their breasts. Then it became common for rich women to conceal their breasts. Poor people like to imitate rich people all the time, so hiding their breasts became a common practice among everyone else.

also, cloths do have practical purposes. Don't believe me? Try frying bacon naked.
