apartment etiquette, does it exist anymore?

so I've been living in the same apartment complex for over 2 years, and I've been lucky enough to have the same upstairs neighbors for all of that time. they are a couple of good guys... just out of college, quiet (for the most part), and clean.... always nice to know that I wont come home to any weird smells!

I work non traditional hours and the weekends, for everyone else, aren't weekends for me... so last night as I was laying in bed my neighbors were having a party. and while I wish I could say that they were the reason why I couldn't sleep, they weren't.... but it was 3 am. I have also noticed that ALL of my neighbors routinely run their clothes washers and driers at all times and again this doesn't bother me, but at the same time... i personally don't do run mine after 11 just in case it someone else isn't as deep a sleeper as i am (and considering that i rarely get home before 11pm this can make my life more interesting...)

so i guess what i'm after here is.... am i off my rocker, or should there be a certain set of guidelines when you live in close proximity to others?

I live in California. We have a law here that all noise on weekdays should stop between 11 pm and 7 am. That includes parties, running dishwashers, washers/dryers, home repairs, etc... On weekends people are expected to exercise some courtesy and common sense. Don't know, maybe in your state it's different. You can check with City Hall. They must have a dept that deals with such laws.

well there is that route petit, but I was kind of thinking more along the lines of people policing themselves.... if my neighbors really bothered me and I said something to them they would turn it down.... but why should I have to? I don't make them have to come to ask me to turn the music down....

"Policing" themselves?? I would call it being considered of others, respectful, exercising some common sense.... There are plenty of terms, they all boil down to good manners and respect, IMO.
