Compliments vs Meetings

This does not apply to all women, but why is it when you compliment a lady she automatically assumes that just want to meet? I am a sucker for a lady who has a terrific smile, and will compliment as such, no matter how far. Many times I get a response along the lines of thanks but no thanks, and in the case of those with a distance I get a you're too far response. Whatever happened to being just a nice person? I am just curious

 from time to time we see a profile or blog that we wish to email a direct compliment on...we always phrase the intro - "This email is a compliment only" or "we are not compatible, but just wanted to say..." etc, etc...and we close off in a similar way....the point is that we are crystal clear we are only offering compliments, not trying to 'break the ice' with someone clearly incompatible with us.
