Thoughts will on I/M

Have you ever noticed that people that are on I/m on their<b> mobile </font></b>devise never respond for invitation to chat.
I can only imagine they turn them on when the go to work or out for a night and never bother to check who's contacting them.
If they are not going to respond why turn them on???
