 The exam average was 75. Not bad in the C range. Grade distribution was actually flat, not a standard bell curve.

 Sounds like someone needs to learn to either study more or perhaps take a leave from school if the family issues are too much to handle and still attend classes.
There may not be enough words to explain to that student, in a manner he would understand, why he's not special and deserves to have a second chance to take the test when no one else would have the same opportunity.
