Why are profiles hidden from locals less than 10 miles

No local woman from Batavia Oakfield New York area view profiles or message. Must be this site doesn't work unless women are from Canada or more than 25 miles away from a standard male members location..in fact I will guarantee that every view on this blog will be somebody from a different state, different country or more than 25 miles from my location... Can somebody tell me why???.
