Under....its slips slides and rolls to the floor easily when its over. Seems to have a mind of its own when over.... I like to be able to control how many sheets i pull off, thats best done when its under~

It is much easier to just roll your hand over the top instead of having to fish it out from the bottom. Maybe that is where the term " Ass Backwards" came from.

Over! If it's under and there is too much moisture in the room and the wall gets damp, then the paper ends up wet! Yuck!

unless your in the habit of washing your hand prior to sitting and using paper, if its against the wall, how many dirty hands are mucking up your wall and leaving a bacterial cess pool, over keeps it on the paper and off your paint.

You are trying to referee cats? How is that going? I am an over person but understand that with some playful pets that can result in a big pile of paper on the floor. Had a cat that would unroll the whole thing so had to commit heresy and go under. If you see me in the real world, come say "Hi Justskin." I always behave. Preferably not well.
